User Keys does not appear in my Settings menu

I have the API (for development) Custom Feature enabled and can see my Public JSON-RPC API Key, Public REST API Key and Secret API Key. I need to use the Company Administration JSON-RPC API via getUserToken() and /admin/ for automated client creation. Your API documentation says I can generate an API User Key under Settings → API User Keys, but API User Keys does not appear in my Settings menu. How do I enable or generate an API User Key for my account?

There are several ways to find this menu section:

  1. User profile → User API keys (screenshot 1)
  2. Follow the link from the API plugin (screenshot 2)
